AgencyCounter is a turnkey, hosted platform. It does not replace or write back to any source system. The agency owns its data, and data is returned or deleted on termination.
Read-only; source systems untouched
AgencyCounter ingests via API, CSV, database output and other structured formats. It is read-only and never writes back to a source system. The agency agrees what is ingested.
Turnkey — the jurisdiction cannot amend the system
There is no admin console and no configuration screens. All changes are requested through AgencyCounter support, controlled under our change management protocols, and documented as agreed with the jurisdiction. No administrator role, no risk of accidental changes.
Public and not-public records
The public view shows public records only. Records are marked not public by criteria agreed with the jurisdiction (e.g. status, address, record type). Internal users see all records, including those marked not public. Changes to criteria go through AgencyCounter support and change management, documented as agreed.
Authentication and RBAC
Internal and public users sign in through AgencyCounter's own authentication system. What each user can see and do is governed by a comprehensive role-based access control (RBAC) system built into the architecture. Internal users and roles are added, changed or removed by AgencyCounter through support (4-hour support response window).
Encrypted, isolated, hardened
Data is encrypted in transit and at rest. Tenant isolation keeps each jurisdiction's data separate. Authentication is hardened.
Data ownership and return
The agency owns its data. Data is returned or deleted on termination. No lock-in.
SOC 2 Type II — planned
The SOC 2 Type II audit programme is in progress; the report is provided on completion. Security documentation is available now. AgencyCounter is not described as SOC 2 compliant or certified.
Committed to WCAG 2.1 Level AA
AgencyCounter is committed to WCAG 2.1 Level AA across public touchpoints, including the map interface. Our Accessibility Conformance Report (VPAT 2.5) will be published in March 2027. Register to receive it on publication.
Regulatory context
The DOJ ADA Title II web rule adopts WCAG 2.1 Level AA as the standard for state and local government web content and mobile apps. Current compliance dates: 26 April 2027 for public entities serving 50,000 or more people; 26 April 2028 for smaller entities and special district governments.

The agency remains responsible for its wider website. AgencyCounter does not make a website ADA compliant, guarantee ADA compliance, fix accessibility automatically, or act as an accessibility overlay.
